Schnell, Jr., Building Inspec@ <br /> <br />406 Cedar, Team Inspection I <br /> <br />From: <br /> <br />Subject: <br /> <br />On January 29, 1987, a team inspection took place at the <br />above address. <br /> <br />Included in the team inspection were Mike Wheelwright, <br />Zoning; Mike Mentink, Fire; Mel Seid, San Mateo County <br />Environmental Health; and m)''self. <br /> <br />406 Cedar is a five-unit apartment building. After <br />inspecting two of the five units, we came to the joint <br />conclusion that the building should be posted with a notice <br />to abate nuisance. <br /> <br />The attached violation notice shows the various types of <br />violations found. <br /> <br />Because of the dilapidated condition of these units, I <br />telephoned P.G.&E.; they went out and inspected the gas <br />lines. P.G.&E. shut off all gas to the units due to the <br />hazardous situation. The owner applied tor a Plumbing Permit <br />on January 30, 1987, to repair the gas lines. I informed the <br />owner I would make a special inspection on Saturday morning <br />and, if corrected, tag the meters so the gas could be turned <br />back on; I even gave him my home telephone number. <br /> <br />No inspection was called for. The gas supply lines were <br />changed and the gas was turned back on. The lines should <br />have been inspected before the gas was turned back on. <br />P.G.&E. made a second inspection and found the gas to the <br />furnace was turned back on but the original leaks were not <br />corrected. At this time, P.G.&E. is dealing with the owner <br />in regards to the leaking gas lines. <br /> <br />The building is in terrible condition, as the attached slides <br />will indicate. The tenants spoke of cockroaches and rats <br />everywhere. Unsanitary conditions are abundant.
