NAYLOR <br /> <br />ASSEMBLYMAN, 20th DISTRICT <br /> <br />fI, [.~' r: 1a~b"" <br />~_ _ 1 v \ "'~ <br /> <br />WHEREAS, Robert W. Naylor has served all communities in San Mateo <br />County in an energetic and effective manner during his 8 <br />years as Asserrtllyman for the 20th District; and <br /> <br />WHEREAS, Robert W. Naylor is leaving public service with an <br />enviable record of leadership and vision which helped the <br />State through difficult times while addressing those <br />issues which faced the changing urban area of the 20th <br />District; and <br /> <br />WHEREAS, his commitment to the State and his constituency were <br />ch aracterized by a ded ication to gett ing the job done, <br />integrity, and a sensitivity to human impacts; and <br /> <br />WHEREAS, his effective leadership was demonstrated as Republican <br />Floor Leader of the Asserrtlly, Republican Caucus Chairman, <br />Joint Committee on Campaign and Election Reform; Asserrtlly <br />Minority Whip; and Federal Judicial Selection Commission; <br />and <br /> <br />WHEREAS, Robert W. Naylor has been a strong voice in supporting <br />Cities and the Concept of Home Rule for Cities and has <br />introduced and supported significant legis lation in that <br />area; and <br /> <br />WHEREAS, Robert W.
