traffic analysis zones overlayed on the street system, on which the City can mark the specific projects for
both near term and for the Cumulative without Project Scenario.

Task 3: Develop Year 2020 Travel Demand Forecasts

Hexagon will use the C/CAG travel demand forecast model system to create travel forecast scenarios for
the transportation alternatives shown in Task 1. This model will be used as the basis for developing travel
forecasts and future roadway link volumes for five future alternatives (see Task 1). For each scenario,
volumes for the AM and PM peak 4-hour periods will be produced.

Task 4: Evaluate Travel Demand for Alternatives

Hexagon will provide a series of model outputs for the five individual alternatives. Hexagon will analyze
the AM and PM peak (4-hour) period results ofthese model runs and produce estimates of peak hour
volumes. AM and PM peak hour mode1estimates/forecast volumes will be provided for:

. 2 CMP intersections, and
. 6 directional freeway segments.

The forecast volumes (for each alternative) wi1 be analyzed and compared to the Draft EIR information
for the following CMP intersections, freeway segments and freeway ramps as follows:

CMP Intersections
1. Midd1efield Road & W oodisde Road
2. E1 Camino Real & Whipple Road

Freeway Segments
1. Southbound Route 101 between Highway 92 and Whipple Avenue
2. Southbound Route 101 between Whipple Avenue and Woodside Road (State Route 84)
3. Southbound Route 101 between Woodside Road (State Route 84) and Marsh Road
4. Northbound Route 101 between Marsh Road and Woodside Road (State Route 84)
5. Northbound Route 101 between Woodside Road (State Route 84) and Whipple Avenue
6. Northbound Route 101 between Whipple Avenue and Highway 92

The product of this task will be a series of tables that compare the results of the travel demand model runs
with the corresponding volumes that were presented in Chapter 9 of the Draft DPP EIR.

Task 5: Document Analysis and Prepare CMP Analysis Memorandum

Hexagon will prepare draft technical documentation presenting the results of the travel demand forecasts.
The evaluation data developed in Task 3, and the change in intersection link volumes resulting from each
of the alternatives (compared to the No Build) will be incorporated into the travel demand forecasting
technical memorandum.

Task 6: Attend Meetings

Hexagon will attend one meeting with City of Redwood City staff in conjunction with this study.

Hexagon Transportation Consultants, Inc.
Scope of Work to Conduct CMP Analysis for the Redwood City Downtown Specific Plan Draft EIR

2
