The Plan, adopted by <br />the California State Legislature in 2002 was developed by the WT A after several years of <br />planning and environmental studies working with the Metropolitan Transportation <br />Commission, US Coast Guard, local elected officials, environmental organizations and <br />interested community leaders from throughout the Bay Area. The City and Port of <br />Redwood City were active participants in these etJOlts. <br /> <br />The growing population and number of jobs in the Bay Area produce some of the worst <br />traffic congestion in the US and it is projected to get worse. Water' transit has proven to <br />be an affordable, reliable, flexible, and environmentally clean transit altemative that will' <br />take drivers out of their cars. Furthermore, expanded water transit can operate safely and <br />provide the Bay Area with an easily deployable, flexible, and etfective emergency <br />response capability if the region is hit with a natural or man-made event that disables, <br />roads, bridges, and other transit systems. Redwood City's strategic location between San <br />Francisco and Silicon Valley/San Jose also tinds it located between two cross-Bay <br />bridges which raises the importance of having water transit available for emergency <br />situations. <br /> <br />The new routes selected after thorough study under the Plan, induding the Redwood <br />City-San Francisco-East Bay route, were based on meeting five goals: <br />1. Enhance regional mobility via a water transit system that is complementary to <br />landside intermodal transit <br />2. Create a transit option that is an attractive alternative to the automobile. <br />3. Minimize environmental issues associated with water transit and its landside <br />facilities. <br />4.
