Project Analysis <br /> <br />The subject residential single-family dwelling property is a historic landmark (designated <br />in lgSg) as well as a contributing structure to the "Stambaugh-Heller Historic <br />Residential District". The original contract agreement with the previous property owners <br />dates back to February of 1992. In lgg5 the property owners requested an amendment <br />to modify one of the contract conditions affecting the roof, gutters and spouts. The <br />property was subsequently sold to the current owners in lg97 (the Mills Act contract <br />carried over with the title of the property). All work done on the subject property since <br />the adoption of the Mills Act contract has conformed to the historic preservation <br />standards adopted by the City, in general comp;lance to MBs Act contract agreement. <br />As a result, the subject historic property has been well maintained and improved. <br /> <br />At the time of the last Mills Act Contract inspection several months ago, the property <br />owners submitted a proposal (Attachment 2 and Exhibit "C" of Contract) to modify the <br />original program (Attachment 1). These changes include the addition/repair of new <br />historically compatible preservation work (fencing and workshop), a request to retain an <br />existing detached non-conforming structure in the back yard, (which provides a screen <br />from neighboring apartments and does not detract from the original character of the <br />main structure ) and the elimination of an original condition to add rail ornamentation <br />above two bay windows (which has since been determined not to be historically original, <br />as referenced in archival photographs).. <br /> <br />The following is a summary and comparison of both contracts: <br />(In italics are original items which were modified or carded over ~ ) ,( new items are underlined) <br /> <br /> ORIGINAL PROPOSED <br /> <br />Year 1 Misc. work done (except for window repair) ~ Window & staircase repair done <br />Year 2 Garage roof repair and workshop removal ~ _ Interior work done (orig. years 4,5) <br />Year 3 Roof replacement, gutters and spouts.~_ ~ Garage, workshop bathroom roof done <br />Year 4 Interior work flooring done ~ Stairwell done <br />Year 5 Upper bath ceiling (done), staircase repair" ~ New eastside fence done <br />Year 6 House plumbing and rewire as needed done ~ Replace roof, gutters and spouts <br />Year 7 Removal of added closets done <br />Year 8 Interior work plaster done ~NewRepaintdrivewayeXteri°rs <br />Year 9 Repair side porch (done) and rearporch~---~ Rear porch upgrade <br />Year10 Repaint interior (done) and exteriors ~- Garaqe e ectr ca work, workshop repair <br /> <br />In summary, the contract timelines have been reorganized to respond more accurately to <br />the most current condition needs of this specific historic landmark and will also meet to the <br />property owner's work program. Both HRAC and staff have inspected the premises and <br />support the proposed work revisions and timelines. <br />The subject proposal is considered a continuation of the property's historic preservation <br />work program that will insure the long-term preservation of the property. <br /> <br /> <br />
