For more, <br />see page 2. <br /> <br /> NLC CALLS FOR CITIES' PARTICIPATION IN NATIONAL HOMETOWN SECURITY DAY <br /> The National League of Cities (NLC) is launching a major media campaign this month to draw attention to the <br />failure of Congress and the President to pass homeland security legislation and authorize federal funds to cities <br />and towns in the 13 months since the terrorist attacks. An editorial in the October 7 edition of Nation's Cities <br />Weekly defines the message for this campaign (see reprint, page 6). For more, see page 3. <br /> <br /> SPEIER, DAUCHER NAMED LEGISLATORS OF THE YEAR <br /> <br /> Senator Jackie Speier and Assembly Member Lynn Daucher both received the coveted Legislator of the Year <br />award from the League of California Cities at its 2002 Annual Conference in Long Beach last week. The award <br />was given to Speier in appreciation of her support for local government efforts relating to billboard legislation and <br />housing issues, and to Daucher for her service on the Assembly Local Government Committee and for her leader- <br />ship in opposing, two bills relating to payroll deductions.
