October 22, as National Hometown Security Day <br />to draw attention to this missed opportunity by: <br /> <br /> Putting this item on a council agenda for public discussion as close to that date as possible and passing a council <br />resolution urging action; <br /> <br /> Holding a press event on October 22 in a local police or fire station or emergency response center to draw <br />attention to the critical role of our local "first responders;" <br /> <br /> Contacting your Congressional delegation before October 22 to urge prompt action and let them know about <br />your dissatisfaction with their failure to reach a bipartisan agreement on this vital issue; and <br /> <br /> Notifying NLC not later than October 15 of your plans for that day so that they can generate national attention <br />to this gressroots effort. <br /> <br /> NLC has provided a resource package including a sample press release, council resolution, op-ed article for distribution <br />to local media, and a statement for use at the press event to assist cities in participating in this national effort. Materials will <br />be sent by e-mail not later than October 15. These materials are designed to help cities plan their local events and ensure <br />that the NLC message is clear and consistent. <br /> <br /> If you have any questions, please feel free to contact National League of Cities representatives Mike Reinemer <br />(Reinemer@nlc.org) or John Pionke (pionke@nlc.ora), <br /> <br /> Thanks for participating in this important grassroots lobbying effort, <br /> <br />LEGISLATORS OF THE YEAR from page I · · · · · · · · · · · · · · · · · · · · · · · ·. · · · · · · · <br /> <br /> The Legislator of the Year award was instituted mor.e than 20 years ago and is given out only when the League deter- <br />mines that a legislator is deserving of the honor. <br /> <br /> The League's decision to honor Speier was based upon her sponsorship of SB 1480, which was the most pro-local <br />control billboard legislation to pass the Legislature in a decade, Speier also supported the League in its opposition to SB 910, <br />which tried to take a punitive and non-productive approach to California's affordable housing problems. <br /> <br /> The decision to honor Daucher was based upon her assistance during the final hours of the legislative session in oppos- <br />ing SB 905 and AB 1243 on the floor of the Assembly. These two bills could have prohibited payroll deductions programs <br />for many cities, The Governor subsequently vetoed the primary measure, SB 905. (Although AB 1243 was signed, without <br />the passage of SB 905 it became purposeless.) <br /> <br /> Speier formerly served as a Supervisor in San Mateo County. Daucher served as a Council Member in the city of Brea. <br />She was active in the League, and co-chaired the League's Fiscal Reform Task Force with Oakland City Attorney (and now <br />League President) John Russo. Both Speier and Oaucher have been ardent supporters of local authority who have not <br />forgotten their local government roots. <br /> <br /> "It is truly an honor for the League to work with leaders like Senator Speier and Assembly Member Daucher who take <br />the time to gain a broader perspective on issues and then have the courage to stand up for their convictions." said Chris <br />McKenzie, League Executive Director.
