Allocation of Sales and Use Taxes Raised From Sale or Lease of Motor <br />Vehicles. Initiative Statute. This initiative transfers 3C~ of state general fund revenues collected on the sale or lease of <br />new and used motor vehicles, totaling approximately $9§0 million per year starting in FY 2003-04. Funds would be used for <br />various transportation-related purposes including mass transit and highway improvements, local street and road repairs, <br />public use facilities benefiting transit riders, senior and disabled persons transportation services, replacement of certain <br />existing school buses, environmental mitigation and bicycle and pedestrian improvements. It is estimated that about one <br />fifth of the funds (roughly $180 million in FY 2003-04) would go to cities. <br /> <br /> At its October meeting, the League Board reconsidered the League's position on Proposition $1. The Board voted to <br />change the League's position from neutral to oppose, based upon concern that the funding allocations in Proposition 51 <br />circumvent established state, regional and local allocation processes for transportation funding, Position: Oppose. <br /> <br /> Proposition 52: Election Day Voter Registration. Initiative Statute. This initiative seeks to increase voter turnout <br />by allowing unregistered, eligible voters to both register and vote at their local polling place (after providing adequate <br />identification and proof of residency) on Election Day. Verification of eligibility to vote would be accomplished using the <br />current system in place for provisional ballots. Proposition 52 provides for additional training for elections and polling <br />personnel. Position: Neutral. <br /> <br /> OCTOBER CONFERENCE ON CALIFORNIA OCEAN AGENDA <br /> <br /> League Annual Conference attendees who also attended a reception October 3 at Long Beach's Aquarium of the Pacific <br />learned about an upcoming conference that should be of interest to all cities on, or near, the coast. <br /> <br /> Entitled "California and the World Ocean '02; Revisiting and Revising California's Ocean Agenda", the conference will be <br />held in Santa Barbara from October 27-30. California's five major aquariums will be working together to bring California's <br />Ocean Agenda to the approximately six million people who visit these institutions each year. They will be developing <br />programs and exhibits that describe the Agenda, what it is, why it is important, and what individuals, communities, <br />regions, and the State can do to help achieve its goals and objectives, <br /> <br /> To find out more about the conference, visit the California Resources Agency Web site htto://resources.ca.aov/ocean. <br />or email CWO2002~coastalzonefoundation.org, <br /> <br /> PG&E FRANCHISE TASK FORCE UPDATE <br /> <br /> A sample franchise agreement to aid cities in their franchise negotiations with Pacific Gas & Electric (PG&E) is expected <br />to be available for cities' use no later than the end of October. <br /> <br /> Members of the PG&F Franchise Task Force Working Group met during the League Annual Conference to review a <br />preliminary draft franchise agreement/ordinance. Michael Woods, an attorney recently engaged by the League to assist the <br />task force with drafting a sample agreement, joined the group in its discussions. <br /> <br /> The working group clarified the key elements required in the draft agreement and discussed a continuing concern over <br />the timeline and deadlines that PG&E has established for adoption of agreements. Michael Woods was asked to contact the <br />PG&F franchise attorney to discuss the agreement terms and other issues identified by the members. Until that time, the <br />League encourages cities to delay placing this issue on council agendas.
