'[REPORT <br /> To the Honorable Mayor and .C..ity Counci <br /> From the City Manager <br /> <br />October 28, 2002 <br /> <br />Subject <br /> Purchase of One Accessible Van <br /> <br /> Recommendation <br /> By motion approve the purchase of one "Turtle Top" accessible van from El Dorado Bus <br /> Sales of Hayward, CA in the amount of $56,972.94. <br /> <br /> Background <br />The Veterans Memorial Senior Center operation of the Parks, Recreation and Community <br />Services Department currently have a 1999 mini-van which is used for transporting seniors <br />to and from the facility. Because of increases in the number of seniors requesting this <br />service and physical limitations of the users, this mini-van, which has limited seating and <br />is difficult to get in and out of, has lost its operati~onal value. Representatives from the <br />Parks, Recreation and Community Service Department and Public Works Services <br />Department evaluated several types and models of accessible vans currently available. <br /> <br /> Specifications were written which meet the senior's program transportation needs, <br /> adequate seating capacity, stand up headroom, lower step height and wheelchair seating. <br /> (See Attachment) <br /> <br /> The City Clerk advertised the bid invitation with copies being mailed to three vendors. The <br /> three bids received were opened by the City Clerk on Wednesday, September 18, 2002 <br /> and are summarized as follows: <br /> <br /> El Dorado Bus Sales Hayward, CA $53, 126.06 <br /> El Dorado Bus Sales Hayward, CA $56, 972.94 optional bid <br /> <br /> Creative Bus Sales Fountain Valley, CA $60,054.06 <br /> <br /> El Dorado Bus Sales Iow bid does not meet specifications, however their optional bid does <br /> meet specifications. The difference of the two bids is that their Iow bid van is mounted on <br /> a light duty chassis and the optional one is mounted on the specified heavy-duty chassis. <br /> Staff considers El Dorado Bus Sales optional bid a fair and responsive bid. <br /> <br /> Staff plans on using the 1999 mini-van to replace one of the City Hall pool vehicles which <br /> is scheduled for replacement. <br /> <br /> <br />
