'[REPORT To the Honorable Mayor and .C..ity Counci From the City Manager October 28, 2002 Subject Purchase of One Accessible Van Recommendation By motion approve the purchase of one "Turtle Top" accessible van from El Dorado Bus Sales of Hayward, CA in the amount of $56,972.94. Background The Veterans Memorial Senior Center operation of the Parks, Recreation and Community Services Department currently have a 1999 mini-van which is used for transporting seniors to and from the facility. Because of increases in the number of seniors requesting this service and physical limitations of the users, this mini-van, which has limited seating and is difficult to get in and out of, has lost its operati~onal value. Representatives from the Parks, Recreation and Community Service Department and Public Works Services Department evaluated several types and models of accessible vans currently available. Specifications were written which meet the senior's program transportation needs, adequate seating capacity, stand up headroom, lower step height and wheelchair seating. (See Attachment) The City Clerk advertised the bid invitation with copies being mailed to three vendors. The three bids received were opened by the City Clerk on Wednesday, September 18, 2002 and are summarized as follows: El Dorado Bus Sales Hayward, CA $53, 126.06 El Dorado Bus Sales Hayward, CA $56, 972.94 optional bid Creative Bus Sales Fountain Valley, CA $60,054.06 El Dorado Bus Sales Iow bid does not meet specifications, however their optional bid does meet specifications. The difference of the two bids is that their Iow bid van is mounted on a light duty chassis and the optional one is mounted on the specified heavy-duty chassis. Staff considers El Dorado Bus Sales optional bid a fair and responsive bid. Staff plans on using the 1999 mini-van to replace one of the City Hall pool vehicles which is scheduled for replacement.
