<br />Award of Contract - 2002 Watermain Replacement Project

<br />Recommendation
<br />By motion, disqualify and reject the Iow bidder, EPS, Inc. for failure to submit the proper
<br />bid bonds and to include the acknowledgement of Addendum No. 1 at the bid opening.
<br />Award the Contract for the 2002 Watermain Replacement Project to the second lowest
<br />responsible bidder, Shaw Pipeline, Inc. of San Francisco, California, for their Iow bid of
<br />$1,444,839.00.
<br />Background
<br />Every year the City undertakes a watermain replacement program funded by the
<br />Capital Improvement Program Water Fund. This program is designed for systematically
<br />replacing water distribution system main lines, which have a history of service
<br />disruptions due to age, excessive maintenance requirements, insufficient fire protection,
<br />and/or capacity limitations. A priority list is reviewed and updated annually by the
<br />Community Development Services Department - Engineering & Construction, to
<br />determine the priority areas to be included in the program each year. This year's
<br />program includes the replacement of nearly three (3) miles of watermain in six (6)
<br />phases.
<br />Please see Attachment "A" for project map of the construction area. Construction
<br />activity in the Madison Avenue area will be closely coordinated with the Roosevelt
<br />Avenue Reconstruction Project to minimize the impact to the neighborhood.
