Background <br />Each year the City receives an entitlement of Community Development Block Grant <br />(CDBG) and Home Investment Partnership (HOME) funds from the U.S. Department of <br />Housing and Urban Development. in addition, the Council allocates funds from the City's <br />General Fund to some programs. This is in addition to funding provided through the <br />Human Services Financial Assistance (HSFA) Program. The program activities provide a <br />range of intervention and supportive services to Redwood City citizens, ranging from <br />homeless activities to senior and youth programs, from job training and economic <br />development assistance to minor home repair and energy programs. <br /> <br />The City Council approved these programs and activities on May 6, 2002 as part of the <br />Third Annual Action Plan of the City's new Five-year Consolidated Plan for 2000-20052. <br />The Council is now being asked to approve the operating agreements with the agencies <br />that will allow the City to disburse funds as these organizations incur costs. These non- <br />profit organizations will collectively provide assistance to approximately 1,500 Redwood <br />City residents who are Iow income or have special needs. The list of organizations and the <br />amount funded is attached to this report. <br /> <br />CDBG funds are targeted exclusively to Iow and moderate income residents to meet <br />certain housing, supportive services and non-housing community development needs. <br /> <br />General Fund <br />The agreement for Shelter Network's Redwood Family House is funded from the General <br />Fund. This allocation was approved by the City Council as part of Resolution No. 14440 <br />approving the Annual Action Plan. This agreement is included with the CDBG agreements <br />rather than the Human Service Financial Assistance Programs Agreements which you <br />approved earlier this summer because the Housing and Human Concerns Committee <br />recommended to Council that all homeless providers be required to provide the same <br />reporting format as those homeless activities funded exclusively by CDBG. The <br />recommendation is intended to maintain accountability and consistency in data collection <br />for homeless activities needed by the City to prepare the Consolidated Annual <br />Performance and Evaluation Report for HUD. <br /> <br />Fiscal Impact <br />The total cost of these programs is $604,950. CDBG funds make up $ 524,950 of this <br />total. The remaining $80,000 for Shelter Network will be paid from the City's General Fund <br />and was approved as part of the City's budget. <br /> <br />At the time Council made its funding decisions in May, staff had no definitive proposals for <br />the expenditure of the HOME Investment Partnership funds. Mid-Peninsula Housing has <br />since submitted a proposal for the renovation of Redwood Court, a 27 unit affordable <br />housing development at 622 Chestnut Street. This proposal was recommended to Council <br />by the Housing and Human Concerns Committee and will be coming to you for action as a <br />separate agenda item. <br /> <br />2 Canada College requested $195,581. The HHCC recommended to Council that $107,400 be awarded to Canada <br />from CDBG funds and that the Redevelopment Agency consider funding an additional $88,181. The subject <br />agreement with Canada implements the $107,400 that was approved by Council on May 6, 2002. The issue of <br />Redevelopment funding will be dealt with at a subsequent agenda. <br /> <br /> <br />
