7 <br /> Project Description <br /> The developer of the proposed Kaiser Hospital Campus Expansion Project, Kaiser Permanente, <br /> conveyed their indications of estimated water demand in a letter dated October 14, 2002 to <br /> Peter Ingram, Public Works Services Director (Attachment 'A'). Aisc attached is Redwood City <br /> Kaiser Permanente Campus Expansion - Water Use Compared to Projected Demand dated <br /> October 18, 2002, prepared by Public Works Services staff (Attachment 'B'). <br /> <br />3. THE KAISER HOSPITAL CAMPUS EXPANSION PROJECT AND PROJECTED WATER <br /> DEMAND <br /> The Kaiser Hospital Campus Expansion Project is a planned development located on Veterans <br /> Blvd. It is to consist of approximately 931,300 square feet of building floor area, an increase of <br /> 606,300 square feet over the current 325,000 square feet, or a 187% increase in total floor <br /> area. <br /> <br /> The future water use at the Project has been estimated by the developer, Kaiser Permanente, <br /> to be 127 acre feet per year (AFfY) or an average of 44.3 gallons per square foot per year, per <br /> Attachment 'A'. This would be a net increase in water demand of 49 AF/Y, or 62% above <br /> current average demand. <br /> <br /> The future water use at the Project has been estimated by Public Works Services to be 223 <br /> AF/Y or an average of 78.2 gallons per square foot per year, per Attachment 'B'. This would be <br /> a net increase in water demand of 145 AF/Y, or 187% above current average demand. <br /> <br /> The demand estimated for this project was not explicitly included in the Redwood City Water <br /> Use Forecast 2000 to 2020 (June 20, 2002) prepared by John Whitcomb, Ph.D. (Attachment <br /> 'C'). In turn, the Water Use Forecast projections were not included in the City's UWMP, <br /> Revision No. 1 by amendment through City Council Resolution No. 14459 adopted on July 15, <br /> 2002. <br /> <br />4. WATER SUPPLY ANALYSIS <br /> The City' of Redwood City receives 100% of its potable water supply from the Hetch Hetchy <br /> regional water system operated for the City and County of San Francisco by the San Francisco <br /> Public Utilities Commission (SFPUC). Existing water supply entitlements, rights and/or water <br /> service contracts relevant to this water supply ara: <br /> · 1984 Settlement Agreement and Master Water Sales Contract between Suburban <br /> Purchasers and the City and County of San Francisco <br /> · Water Supply Contract between City and County of San Francisco and the City of <br /> Redwood City (August 1984) <br /> <br /> Additionally, the Joint Powers Authority agreement establishing the South Bayside System <br /> Authority (SBSA) wastewater treatment works provides that SBSA may produce and sell treated <br /> wastewater effluent for potential reuse. SBSA has adopted a policy "To provide technical and <br /> institutional leadership on all subjects related to recycled water and to pursue water recycling in <br /> conjunction with the local water suppliers". SBSA and Redwood City are preparing a recycled <br /> water agreement that will establish recycled water capacity rights and cost reimbursement <br /> conditions. <br /> <br /> Necessary regulatory approvals to deliver the SFPUC water supply are: <br /> · State of Cal. Dept. of Health Services Water Supply Permit #4110022 and Engineer's <br /> Report <br /> <br /> Page 4 of 9 <br /> <br /> <br />
