On November 4, 2002, introduce the building codes ordinance, as amended by the <br /> Council subcommittee, for first reading. Schedule a public hearing for December 2, <br /> 2002. <br /> <br /> 2. On December 2, 2002, adopt the building codes ordinance with necessary local <br /> amendments and the resolution on local conditions with the Finding of Facts, as <br /> recommended by the Council subcommittee. <br /> <br />Background <br />The Board of Building Review recommended to the City Council the adoption of building <br />codes with local amendments (adopt current Redwood City amendments along with <br />eighteen structural, one plumbing, and seven electrical new amendments). The Board <br />recommendation is in the attached Report to Council, dated October 14, 2002. A Council <br />subcommittee was assigned to review the Board of Building Review recommendation. <br /> <br />There is substantial statewide controversy over the new or expanded use of PEX water <br />piping and the adoption of International Codes. Certain use of PEX is now in litigation, and <br />the California Building Standards Commission has continued to restrict the use of PEX <br />water piping. Under the Council subcommittee recommendation, PEX will continue to be <br />used in Redwood City under an existing Ordinance, but Redwood City will not be drawn in <br />to litigation, nor be in conflict with standards adopted statewide. Furthermore, it is critical <br />that we now adopt without delay the building codes ordinance with the local amendments <br />proposed by our Board of Building Review and the Council subcommittee recommendation <br />will allow us to do so. <br /> <br />The Council subcommittee concurs with the Board of Building Review recommendation on <br />building codes adoption with the following two changes: <br /> <br /> 1. Not adopt the use of cross-linked polyethylene (PEX) water piping for use in <br /> residential occupancies. <br /> <br /> 2. Continue to use the Uniform Administrative Code Provisions for the National <br /> Electrical Code, 1996 Edition <br /> <br /> <br />
