limits established by requiring certain design standards. <br /> <br />These improvements should perpetuate retail activity in the downtown area. <br /> <br />Realistically, it will be difficult for the downtown to draw shoppers back <br />from the major shopping centers. However, the creation of a primarily retail <br />core will act as a supplement to the generic malls, where shoppers can find <br />specialty shops, and enjoy a pedestrian-friendly atmosphere. The amendment <br />will create a retail core that will encourage pedestrian use of downtown <br />Redwood City, strengthen the downtown economy, and revitalize the city <br />center. <br /> <br />One advantage of the proposed retail area will be its proximity to Sequoia <br />Station. An attractive and strong retail-based downtown will attract <br />shoppers from this project, supporting the efforts of the new zoning <br />district. <br /> <br />ENVIRONMENTAL DETERMINATION <br /> <br />It was determined that a Negative Declaration with mitigation measures should <br />be prepared for this project. Please refer to case EA 10909-1 for further <br />information. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the Planning Commission recommend to the City Council <br />that the proposeo amendment to the Zoning Ord(nance be approved.
