November 4, 2002 Subject Task Order No. 1 - Agreement for Environmental Consulting Services with Mundie & Associates for the proposed Downtown Retail-Cinema Project Recommendation Approve Task Order No. 1 to the agreement with Mundie & Associates for preparation of an Addendum to the Certified Environmental Impact Report (EIR) for the proposed Downtown Retail-Cinema project. Background On July 5, 2002, the Redevelopment Agency Board (RDA) approved an agreement with Mundie & Associates for professional environmental consulting services for the proposed Downtown Retail-Cinema project to prepare an Addendum to the Certified EIR. The Ce~ified EIR for the proposed project was prepared in accordance with the California Environmental Quality Act (CEQA) by consultants, Mundie and Assoc., under contract with the RDA. On October 17, 2000 the Planning Commission certified the EIR as being a complete and adequate environmental analysis of the proposed project. On January 29, 2001 the City Council and Redevelopment Agency Board approved a Disposition and Development Agreement (DDA) for the proposed project and denied an appeal of the Planning Commission's Certification of the Final EIR. Since that time, due to economic conditions, the project developer has revised the project. The revised project is a reduced version of the previously analyzed project. The revisions do not further increase the potential impacts previously identified in the EIR and in most cases will reduce the impacts. It was determined that an Addendum to the Certified EIR was the appropriate environmental review for the revised project. This task order amendment to the original professional services agreement is necessary because of additional parking and traffic analyses requested by the RDA and the developer. Alternative Do not approve this task order amendment to the agreement. The Addendum to the EIR would not be completed and the Certified EIR would not reflect the revised project.
