That the Agency Board by motion direct staff to negotiate an Owner Participation <br /> Agreement (OPA) with Ben Kopf for Phase I Area of the South Main Street <br /> Redevelopment Planning Area; with the understanding that all costs associated <br /> with this process well be bome by Mr. Kopf. <br /> <br /> 2. That the Redevelopment Agency by motion postpones action in Phase II until staff <br /> brings a proposal for action in the area. Staff recommends that when the time <br /> comes to proceed with planning in Phase II, participation and discussion will occur <br /> with the owners and tenants in the area. <br /> <br />Background <br />In May 2002 the Redevelopment Board directed staff to begin the Owner Participation <br />Process in Phase I of the South Main Street area (bounded by Lathrop, El Camino Real <br />and Maple Street). Offers to participate were sent to all owners and others with significant <br />land interests in the City's records. The deadline for receipt of responses was set as <br />September 9, 2002. By the September 9 deadline, the Redevelopment Agency had <br />received offers to participate from the following people or entities: <br /> <br /> 1. Ben Kopf, representing Towne Ford. Mr. Kopf submitted the Statement of <br /> Interest in Participating (SIP) form indicating that he would like to acquire real <br /> property for expansion. Also attached were two addenda, one describing his <br /> existing owned and leased property and the form of business ownership; the <br /> second detailing their need to make long term improvements to the various <br /> buildings and their need for something more than a monthly rental. The SIP <br /> indicates that they tded to negotiate a long term lease but were <br /> unsuccessful; and Mr. Kopf indicated verbally that he had tried to purchase <br /> the two parcels (bounded by ECPJMaple/Lathrop and Beech) but had also <br /> been unable to reach agreement. <br /> <br /> 2. William Beeger. No comments were added to the SIP form. <br /> <br /> 3. Jim Beeger who indicated under remarks on the SIP form that he would like <br /> to serve on the committee (referring to the stakeholder group that had been <br /> discussed by the Board). <br /> <br /> <br />
