7. q-Al <br /> <br /> November 4, 2002 <br /> <br /> Subject <br />1) Introduce ordinance amending Section 2.63 of the Redwood City Code to require public <br /> bidding for purchases of all materials, equipment, and supplies of more than $60,000 <br /> value exclusive of sales tax and freight. <br />2) Introduce ordinance amending Section 2.65 of the Redwood City Code to allow the City <br /> Manager or designee to solicit written bids without public advertisement for every <br /> contract for the purchase of materials, equipment or supplies of less than or equal to <br /> $60,000 value exclusive of sales tax and freight. <br />3) Introduce ordinance amending section 2.68 of the Redwood City Code to require the <br /> City Manager to award contracts for the purchase of materials, equipment or supplies <br /> costing more than $60,000 to the lowest responsible bidder. <br />4) Introduce ordinance amending Section 2.72 of the Redwood City Code to change the <br /> requirement for written contracts for all purchases of materials, equipment, and supplies <br /> to those purchases greater than $60,000. <br />5) Introduce ordinance amending Section 2.77 of the Redwood City Code to allow the City <br /> Manager or designee to enter into contracts for personal services for less than or equal <br /> to $60,000 without written solicitation or advertisement of public notice. <br />6) Introduce ordinance adding Section 2.80 of the Redwood City Code to allow open <br /> market purchases under certain circumstances. <br />7) Introduce resolution allowing the City Manager or designee to approve workers' <br /> compensation settlements of $30,000 or less, and general liability settlements of <br /> $15,000 or less without City Council approval. <br /> <br /> Recommendation <br />It is recommended that the City Council raise the purchasing dollar limit requiring sealed <br />bids and Council action to $60,001 excluding sales tax and freight for purchases of <br />materials, equipment, supplies and services. It is also recommended that the City Manager <br />or his/her designee be given authority to approve workers compensation settlements of <br />$30,000 or less, in addition to general liability settlements of $15,000 or less. <br /> <br /> Background <br /> <br /> Purchasin9 Dollar Limit <br /> <br />Presently the City Council must approve by resolution or motion all purchases of supplies, <br />equipment or professional services when the amount of such acquisition exceeds $10,000. <br />The Council action is essentially one of approving the vendor selection and timing of the <br />purchase. The dollar limit is established in the City's code of ordinances, which was last <br />amended in June 1982. From June 1982 through February 2002 the consumer price index <br />for all urban consumers increased 94%. This City Council is therefore burdened with <br /> <br /> <br />
