6.1 D <br /> Page 1 <br /> ��� � ` <br /> �� <br /> To<the Hor�ar�b�e;Ma�t�or and ��ty Councii <br /> Fro� the City'Ntanager <br /> February 12, 2007 <br /> Subject <br /> Community Devefopment Block Grant(CDBG) Funding Agreement for Kainos Home and <br /> Training Center—Vocational Services Center Improvements. <br /> Recommendation <br /> Approve the funding agreement with Kainos Home and Training Center—Vocational <br /> Services Center Improvements. <br /> Background <br /> Each year the City receives an entitfement of Community Devetopment Block Grant <br /> (CDBG) funds from the U.S. Department of Hausing and Urban Development. CDBG <br /> funds are targeted exclusively to low and moderate income residents to meet certain <br /> housing, supportive services and non-housing community development needs. CDBG <br /> program activities provide a range of intervention and supportive services to Redwood City <br /> citizens, ranging from homeless activities to senior and youth programs, from job training <br /> and economic development assistance to minor home repair and energy programs. <br /> The City Council approved these programs and activities on April 24, 2006 as part of the <br /> Second Annual Action Plan of the City's Five=year Consolidated Plan for 20Q5-2010. On <br /> August 28, 2006, i3 such funding agreements for FY 2006-2007 were appraved �y the <br /> City Council with the provision that additional capital activities would be brought to Council <br /> when they were ready to proceed. At this time one additional activity approved in the <br /> Consolidated Plan and Second Annual Action Pfan is now ready ta proceed and the <br /> Council is being asked to authorize the operating agreement to allow staff to disburse <br /> funds as this organization incurs costs. <br /> The proposed agreement with Kainos Home and Training Center wil( assist in the <br /> replacement af the rooftop of the Vocationai Services Building where services to individuals <br /> with disabilities are provided. Kainos has received bids for the proposed work and is ready <br /> to execute a construction contract pending approval of this funding agreement. <br /> Fiscal Impact <br /> Counci! has previously approved this activity in the 2a06-2007 program year of the <br /> Consolidated Plan 2005-2010 from Community Development Block Grant funds. The <br /> Kainos Home and Training Center-Vocationaf Services Center is funded at$40,000.00. <br /> The total cost of this program is $40,040.00 from CDBG funds. <br /> REDEVSHARED_2007 STAFF REPORTS_CDBG�kanos Intem Funding Agreement 1 <br />
