SA-I

November 18, 2002

Subject .
Restoration of the Historic San Mateo County Courthouse

Recommendation
The City Council Museum Courthouse Renovation Subcommittee recommends that the
City Council approve:

1. The use of FRP (Fiber Reinforced Plastic) as the material to replicate the
Colusa Sandstone on the building.

2. The addition of "event lighting," Scheme B, as part of the design package
($165,000).

3. An Amendment for Phase II of the contract with DES Architect's & Engineers to
prepare construction/demol'ition documents for a not to exceed amount of
$316,90O.

Background
Discussions of restoration of the Historic Courthouse had been ongoing for a number of
years. In the last two years, there has been growing support for removing the two
annex structures constructed in approximately 1939, and restoring the existing
Courthouse to its original appearance. The Histodc Courthouse Restoration
Subcommittee was created to provide the impetus to do the actual restoration and is in
the process of seeking funding.

Most of the building remains as it did in 1910 except for the portico on the front, which
was removed when the Fiscal Annex was added to the front in the late 1930's. Portions
of the parapet and the eagles have also been removed, due to damage suffered in the
Loma Prieta earthquake.

On April 9, 2002, the City Council agreed to be the lead agency for the Courthouse
restoration, and approved the use of $500,000 of Redevelopment Agency funds to pay
for the design process. The firm of DES Architects & Engineers was contracted to start
the design process, and have completed Phase I, which is called a "Basis of Design."

in April, we did not really know the condition of the building from a structural,
mechanical, electrical, or architectural standpoint, and the outcome of such a study
could have a significant influence on the cost of rehabilitation.
