Issue #39-2002

LEAGUE BOARD ELECTS NBA/AT-LARGE BOARD MEMBERS

On Friday, October 25 the League board elected eight California elected city officials to join the board
in the newly crested at-large positions on the board of directors.

The eight new members are: Christopher Csbaldon, Council Member, West Sacramento; Anna
Caballero, Mayor, Salinas; Margaret Finlsy, Council Member, Duarte; Joseph Hilson, Council Member,
Hayward; Gary Podesto, Mayor, Stockton; Esteban Vasquez, Council Member, Brawley; Edward Wilson,
Council Member, Signal Hill; and Ben Wong, Council Member, West Covina. These join four previously
elected at-large members: Maria Alegda, Mayor Pro Tem, Pinole; Andrew Fox, Mayor Pro Tern, Thousand
Oaks; Audra Gibson, Mayor Pro Tem, Mt. Shasta; and Gregory Peris, Mayor Pro Tem, Cathedral City. The
board also set the length of terms for the at-large members in order to create a staggered system of two-
year terms.

Under the terms of Resolution No. 1, approved by the League General Assembly at the 2002 Annual
Conference in Long beach, League President John Russo recommended, the slate of new at-large board
members. Russo welcomed the new members, and he said: "These talented officials bring a wide range of
experience and skills to our board. I look forward to serving with them in the years ahead."

NEW DATES FOR THE 2003 ANNUAL CONFERENCE

In response to requests by numerous city officials, the League has shifted the dates of its 2003 Annual
Conference to avoid September 11 and allow officials to be in their cities on that day.

The new dates of the conference, still in Sacramento, are Sunday, September 7 through
Wednesday September 10. This still allows city officials to be at the Capitol much of the last week of the
Legislative session, a most critical time to be present when crucial votes are taken and bills are often
amended and acted on with little or no public scrutiny. Further, given the expected severity of the State
budget this coming year, it will be a most important time for city officials to be in Sacramento. Plan now to
have a strong delegation from your city attend the conference and help protect your city's interests.

Information on registration and hotel reservations will be available by June, both on-line and in the mail.
Watch the League web page at www.cacities.oro/ed for updated information. A large block of hotel rooms
has been reserved for those attending the conference, and new hotel space is now open in Sacramento to
better serve you.

Suggestions for topics to include on the conference agenda may be submitted by January 15, 2003, by
fax to the League at 916-658-8220. Please include sufficient description of your suggested topic and how
to contact you if we need more information.

Page 2 · SWRCB Issues Revised Phase II Storm Water Draft General Permit
Page 3 · League Co-Sponsors Program To Explore Retail Development
Through Public/Private Partnerships
· Freedom's Answer: NLC Youth Program
