4. Steve McLaren, owner of Beverages & more! Mr. McLaren indicated that he <br /> would like to continue at the same location. <br /> <br />All four submittals are attached. The Redevelopment Agency's original action was to "seek <br />proposals from landowners and others with property interests for the redevelopment of the <br />area identified as Phase I... The purpose of the Redevelopment Planninq Area is to <br />retain and strenqthen the automotive uses already existinq in this Phase I area". <br /> <br />Given this original Redevelopment objective in Phase I, the only response that addresses <br />the objective is that submitted by Mr. Kopf. Staff therefore recommends that the Board <br />direct staff to negotiate the terms of an Owner Participation Agreement (OPA) with Mr. <br />Kopf. If the terms of an OPA can be negotiated then the agreement would come back to <br />the full Board for consideration. <br /> <br />With regard to Phase II the Redevelopment Board's May 6, 2002 action required that "any <br />action in Phase il... would take subsequent action by the Redevelopment Board. An <br />owner or other respondent to the Phase I offer to participate will not acquire any rights to <br />develop/redevelop in the Phase II area". During the summer, staff began discussing <br />planning for the Phase II area. However, after considering how many other projects we are <br />pursuing in the Downtown and elsewhere, staff is recommending to the Board that the <br />Agency postpone planning in Phase II4. Subsequent action bythe Agency Board on Phase <br />II will also include prior participation and discussion with stakeholders before any proposed <br />action is brought to the Board for consideration. <br /> <br />Staff has notified everyone in the area of this recommendation and provided them with a <br />copy of this staff report. A meeting is scheduled for October 29, 2002 from 5-6 p.m. to <br />allow discussion of any issues raised by these recommendations. <br /> <br />Alternative 1. Abandon the process in Phase I <br /> 2. Repeat the process to solicit additional responses in Phase I <br /> 3. Begin the planning process in Phase II immediately by holding meetings with the <br /> stakeholder group. <br /> <br />Fiscal Impact <br />The Agency initiated this owner participation process to retain and strengthen automotive <br />uses within this area. An eventual agreement with Mr. Kopf could achieve this, although <br />the specific details will not be known until a subsequent agreement is reached. Staffs <br />recommendation is that the Board considers such an agreement but only on the condition <br />that any and all costs associated with this action be borne by Mr./K~)pf. , <br /> <br />Michael Church Ed Ev~ere}t <br />Executive Director City Manager <br /> <br />Attachments 1.
