November 18, 2002

Subject
Renewal of membership in Peninsula Policy Partnership

Recommendation
Renew membership with the Peninsula Policy Partnership for fiscal year 2002/2003.

Background
Peninsula Policy Partnership's (p3) mission is to develop and work toward implementing
initiatives that are important to ensuring the quality of life, specifically Housing and
Transportation that we value in San Mateo County. The organization works on behalf
of all member Cities and the County of San Mateo. p3 has recently begun
implementation of their strategic plan for housing and transportation. P3 was originally
called Economic Vitality Partnership.

P= has worked to develop a plan to encourage housing projects that meet the needs of our
citizens while protecting the valuable open space. They sponsored Fred Kent who worked
with numerous cities (including Redwood City) to plan housing in the El Camino
Real/Caltrain corridor. They also worked to add key transit projects and initiate efforts for
future transportation improvements. Their process which explored housing, economic, and
transportation needs, was subsequently adopted in May 2001. In October 2001, they
began implementing the plan, "Moving from Talk to Action" and those efforts continue
throughout the 2002-2003 fiscal year. P~ currently has members with eleven Cities in San
Mateo County. The City of Redwood City was a founding member in 1994 and has been a
member since that time.

In order for P3 to continue to do this important work, we are asking the Council to renew the
membership with P~ for fiscal year 2002-2003 at a cost of $15,000.

Alternative
Council can elect not to renew the membership.

Fiscal Impact
$15,000 general fund dollars have been approved in the City's 2002/2003 budget.

Deanna V.
