The buildings at 104 Cedar Street are determined to be <br /> <br />a public nuisance because such buildings endanger the life, <br /> <br />health, property and safety of the occupants of such buildings <br /> <br />and affect the neighborhood and persons in the surrounding <br /> <br />vicinity of such structure. <br /> <br />2.
