supervision and any and all other items necessary for the proper maintenance and operation thereof shall annually be assessed either partly or wholly upon the lots and parcels of property within said maintenance district benefited thereby in accordance with the formula hereinafter set forth. 3. That a statement of the formula upon and by which annual assessment levies for the payment of said costs and expenses will be apportioned according to benefits among the several lots or parcels of property within said maintenance district is as follows: The entire cost of annual operation, maintenance, replacements, or betterments is to be levied against and be borne by Assessment Parcels one (1) through seventeen (17), inclusive, as shown on that certain map entitled "Proposed Boundary Seaport Centre Maintenance District", filed in the office of the City Clerk on January 24,1985, on the basis of the area that each Assessment Parcel bears to the total acreage of all Assessment Parcels. The area of each Assessment Parcel and the total acreage of all Assessment Parcels shall not include any area which represents lands owned in fee simple by a public corporation or any public streets in use or to be used in the per formance of a publ ic function. 4. That the City Manager has caused to be prepared and filed with the City Clerk a report, in writing, which provides the basis for the levy of benefit assessments for said cost of maintenance and operation on all lots or parcels of property within the District. Said report sets forth the amounts to be provided in the budget for maintenance and operation, a description of each lot or parcel of property in the maintenance district, by a legal description, assessor's parcel number or other description sufficient to identify the same, and the amount of assessment to be levied for the fiscal year 1985-1986 against each lot or parcel of property.
