There is a shortage IOf safe or sanitary dwelling <br /> <br />accommodations in the City avai~able to persons of low income at <br />! <br />! <br />I <br /> <br />The shortgage impai~s economic values and necessitates <br />I <br />i <br />excessive expenditures for PUbl~C health and safety and other <br /> <br />public services and facilities. I <br />i <br />It is in the public linterest that the shortgage be <br /> <br />alleviated but not by means Whi4h foster conditions causing an <br /> <br />I <br /> <br />increase in and spread of disea~e and crime, constituting a menance <br /> <br />to the health, safety and welfa~e, and necessitating <br />i <br />disproportionate expenditures f1r crime prevention and fire <br /> <br />rentals they can afford. <br /> <br />2. <br /> <br />3. <br /> <br />protection. <br />4. The shortage can be lalleviated without creating <br />! <br />i <br />detrimental conditions by assis~ance in the financing of housing <br />developments for a range of hou~eholds, not just households of very <br />low income, and in which a SUbstantial proportion of the <br />residential units are for occup~ncy by households of low and <br />moderate or higher income.
