<br />INSTITUTE FOR LOCAL GOVERNMENT <br />RELEASES NEW PUBLICATIONS <br /> <br />The Institute for Local Government (ILG) <br />recently released several publications to assist <br />local officials in their service to their communities. <br />ILG is the 501 (c)(3) research affiliate of both the <br />League of California Cities and the California State <br />Association of Counties. Below is a summary of <br />those new publications: <br /> <br />"Everyday Ethics for Local Officials" <br />(Western City Column Compendium) - wwwca- <br />ilg.org/everydayethics. The compendium of ILG's <br />"Everyday Ethics for Local Officials" columns has <br />been expanded and updated. The current edition <br />includes columns through January 2007. <br /> <br />"Ethics Law Reference" - www.ca-ilg.org/ <br />!ill, www.ca-ilg.or9/ethicsprinciples.This booklet <br />explains key ethics laws affecting public service at <br />the local level. It also tracks AB 1234 ethics train- <br />ing requirements. Companion resources, ILG's <br />"Key Ethics Law Principles" card, as well as its <br />"Resources for Further Reference" sheet, have <br />also been updated to reflect 2007 law. <br /> <br />"Establishing a Local Housing Trust <br />Fund: A Guide for California Officials" - www.ca- <br />irg.org/htt. For hardcopy <br />ordering information, please visit www.ca-iI9.ora/ <br />i1gpublications. <br /> <br />LEAGUE from page 1 <br /> <br />10A <br />Page 3 <br /> <br />.0. 8 . . . 0 . . . . . . . <br /> <br />Expanding Infrastructure Investment. <br />League First Vice President Jim Madaffef and <br />League Legislative Director Dan Carrigg will <br />present the League Infrastructure Task Force's <br />recommendations. With the passage of the <br />Infrastructure Bond Package (Propositions 1B-1E <br />and 84), the challenge is how to spend the funds <br />efficiently. <br /> <br />Eminent Domain. League Executive Director <br />Chris McKenzie will update the board on eminent <br />domain, specifically the efforts to reform <br />California's eminent domain laws. The League <br />has been working with representatives of the <br />California Redevelopment Association (eRA), <br />California State Association of Counties (CSAC), <br />and a number of environmental groups to refine <br />language on both a constitution amendment to <br />reform eminent domain, and a companion statu- <br />tory measure. <br /> <br />The League's strategy in approaching eminent <br />domain reform has included speaking with Re- <br />publican and Democratic leadership of the Legis- <br />lature, and discussions with the Howard Jarvis <br />Taxpayers Association (Jarvis) that had supported <br />Proposition 90 in 2006. When a consensus is <br />reached, the League and its leadership group will <br />approach members of the "No on Prop. 90" <br />campaign. <br /> <br />Affordable Housing. Carrigg and League <br />Legislative Representative Bill Higgins are sched- <br />uled to address the board regarding work on <br />affordable housing in 2007. Of particular note will <br />be an update on the implementation of Prop. 1 C <br />funds, particularly the $850 million infill infrastruc- <br />ture account. In addition, staff will discuss Prop. <br />84, efforts to identify longer term sources of <br />funding support for affordable housing, and <br />clarifications to the density bonus law. <br /> <br />Other Issues to Be Discussed. A number of <br />other topics will also be discussed at the board <br />meeting.
