<br />REPORT <br /> <br />6.1C <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 26, 2007 <br /> <br />Subject <br />Approval and Authorization to Execute Agreement between San Mateo County Human <br />Services Agency Shelter Services and the City of Redwood City for Early Entry Shelter <br />Pilot Program at the Fair Oaks Community Center from March 15 to June 30, 2007 <br /> <br />Recommendation <br />Approve and authorize City Manager to sign the Early Entry Shelter Pilot Program <br />agreement. <br /> <br />Background <br />At the May 22, 2006 meeting, the Council unanimously voted to support the vision and <br />principles, overarching results and goals of the HOPE Plan to End Homelessness in San <br />Mateo County. <br /> <br />One of the overarching goals of the HOPE Plan is to "Prevent and end homelessness by <br />delivering timely, flexible services to support stability and independence." One of the <br />specific initiatives towards achieving this goal is the development of an "early entry" shelter <br />program for single adults - providing temporary shelter and case management support via <br />the use of motel vouchers when no bed space is available in any of the existing San Mateo <br />County shelters. <br /> <br />Because the Fair Oaks Community Center is one of the primary referral agencies for <br />homeless individuals seeking shelter, the City of Redwood City has been selected as the <br />contractor to implement the Early Entry Shelter Pilot Program. The program will be <br />operated in direct coordination with Shelter Network's Maple Street Shelter as well as with <br />the Safe Harbor and Clara Mateo Shelters. Staff will incorporate the program into the <br />existing services already provided to homeless individuals. <br /> <br />Alternative <br />Council could choose not to sign the agreement - and not accept funding from San Mateo <br />County Human Services Agency for the Early Entry Shelter Pilot Program. <br /> <br />Fiscal Impact <br />The contract is for the amount of $25,000.
