<br />98 <br />Page 15 <br /> <br />)q <br /> <br />- <br /> <br />Mr. Tom Passanisi <br />December 18,2006 <br />Page Three <br /> <br />The Downtown Precise Plan EIR must be revised to acknowledge the effect that the Wlifonn ] <br />massing of these buildings wi1l have and 10 evaluate, as an alternative to the present plan, the )q .of <br />proposed amendment, which is enclosed herewith and identified as Exhibit A, that varies the <br />building heights along Brewster to avoid this visual massing. <br /> <br />Third, the report notes that "the Redwood City Downtown currently lacks highly <br />distinguishable entrance points or 'gateways. '" (97. U(c)) The report proposes four designated <br />gateways at Broadway at EI Camino Real, Broadway at Woodside Road, Jefferson Avenue at <br />Veterans Boulevard, and Jefferson Avenue at El Camino ReaL My clients do not express an c.. <br />opinion about these desi.gnated gateways, but they do suggest that Brewster Avenue at Winslow It}. 0":/ <br />would be an appropriate "distinguishable entrance point" since it is well utilized by automobile <br />traffic and since Winslow leads directly to the core of government buildings in the downtown area. <br /> <br />The buildings on the corner of Winslow and Brewster, as proposed in the DO\:vntown Precise <br />Plan, will not represent a distinguishable entry point to the downtown area since the combination of <br />a low rise building on one comer (according to Figure 7.3) and a 10.story building (according to <br />Figure 7.5) on the other wonld create a weak comer. In addition, since the plan does not require the <br />building on the southwest comer to follow the contour of Winslow, the comer will be awkward. <br /> <br />My clients propose that the comer of Brewster and Winslow should become a <br />distinguishable entrance point to the downtown in two ways. First, since Winslow bends after <br />Brewster Avenue, the line of the building at the southwest comer of Winslow and Brewster should <br />follow tllC bend of the road. Second, since the proposed height of the building on the southeast <br />comer of Winslow and Brewster in the Downtown Precise PlEin will be lO-stories. the height of the <br />building on the southwest comer should be 8-stories.
