Under the current <br />zoning districts along the south side of Brewster Avenue (Central <br />Administrative, Central Business, and Central Business Retail), the maximum <br />heIght could either be seven or ten stories (75 feet or 100 feet) with no step.. <br />back or the 3~story-high streetwafJ requirement. As a result, exIstIng zonIng <br />does not foster an appropriate vIsual (scefe) transition to the adjacent <br />resIdential neighborhood. <br /> <br />These Precise Plan proposal height iimitation reductions and step-back <br />requirements, in combination with the proposed step-back and "rela.tional heigllt <br />fimit" requirements proposed for the southwest edge of 4-story zone (see Figures 7.3 <br />and 7.7), would substantially reduce existing potentials for inappropriate building <br />height and scale relationshIps, and would provide for a substantial long-term <br />improvement in building height and scale relationships, at these sensitive edges. <br /> <br />19.04 Aesthetics and Visual Resources/Alternatives-.Draft EIR should be revised to <br />acknowledge effect of uniform massing of these buildings (51 through 53) and <br />incorporate alternative proposed by commanla( (Exhibit A) that varies building <br />heights along 8rewster to avoid visual massing effect. <br /> <br />Response: See response to comment 19.03. The Draft EIR impact findings do not <br />support the need to identify a mitigating alternative for project (Draft Precise Plan) <br />effects along the p(an's Brewster Avenue edge. <br /> <br />19.05 Aesthetics and Visual Resources--entrance points and gateways (7.1.1 (e)).- <br />suggested that Brewster Avenue at Winslow would be appropriate "distinguishable <br />entrance point"; Draft Precise Plan would not result in distinguishable er'ltry point to <br />downtown at corner of Winslow and Brewster; combination of low rise 10-story <br />huildings in opposite corners (Figure 7.5) would create weak and awkward corner; <br />suggestions offered for creating distinguishable entrance point at this location. <br /> <br />Response: The commenter's opinion that the Brewster Avenue. location at Winslow <br />would be an appropriate "distinguishable entrance point," and associated <br />suggestions in the comment pertain to the merits of the Draft Precise Plan rather <br />than to the Draft EtR adequacy. and will be fully considered by City decision-makers <br />in'their deliberations and actlons regarding the proposed' Precise Plan. <br /> <br />C:\WDVOBSiS551f'EIAIF-3.65S,doc <br /> <br />98 <br />Page 19 <br />
