To the Honorable.Mayor and City <br /> From the Manag <br /> <br />December 2, 2002 <br /> <br />Subject <br />Joint Study Session on Downtown Issues <br /> <br />Recommendation <br />Not applicable <br /> <br />Background <br />An exciting and informative presentation on the principles of "place making" has been scheduled <br />for this joint study session of the City Council, Planning Commission and the Architectural <br />Review Committee. The presentation will serve as an introduction to, and help put into context, <br />the public hearing scheduled on December 9t~ and 16~ (if needed) to discuss an amended <br />Disposition and Development Agreement for the Retail/Cinema Project. <br /> <br />Michael Freedman, of the urban design and town planhing firm of Freedman, Tung & Bottomley, <br />will be making the special presentation on Downtown, incorporating the recent work done with <br />the Downtown Advisory Group. The Downtown Advisory Group (DAG) was formed in <br />September to assist the Community Development Services Department (CDSD) staff in planning <br />the implementation of the Downtown Area Plan and the revitalization of downtown. A roster of <br />the DAG is attached. The role of the group is to act as informal advisors to the CDSD staff on <br />downtown issues. <br /> <br />In response to the input received from the meetings with the DAG, Mr. Freedman will be <br />discussing the following: <br /> <br /> 1 ) key urban design principles for successful downtowns; <br /> 2) urban housing issues, specifically density and design; <br /> 3) development opportunities in the area between the Retail/Cinema Project and <br /> the Caltrain trac~'s; <br /> 4) linking the Dow- wn Core, the Train Station and Sequoia Station; and, <br /> 5) implementatior', ~ssues related to the Downtown Area Plan. <br /> <br />The study session will be open to the public. In addition to the bodies meeting in joint session, <br />notices were sent to the original Downtown Task Force, DAG, Housing & Human Concerns <br />Committee, the Historic Resources Advisory Committee, the Civic Cultural Committee, PACT, <br /> <br /> <br />
