BUDGET SHORTFALL from page I ....................................... <br /> <br /> Many of the options and fiscal tools used to close this year's gap are gone, or at least very limited in any future imple- <br /> mentation, Of the record $23.6B current year deficit solution, $4.5B was achieved through securitization of tobacco <br /> settlement funds, and $4.25B was achieved through loans and fund shifts and transfers. Program reductions totaled <br /> $7.458B and debt restructuring amounted to another $1.083B. <br /> <br /> LOCAL Lives! <br /> <br /> Last year the League's efforts to protect local services from state budget cuts focused on a parmership with the <br />California State Association of Counties (CSAC) and the California Special Districts Association (CSDA). The LOCAL coalition <br />("Leave Our Community Assets Local") rallied local officials and literally hundreds of local law enforcement, labor, business, <br />public health and other organizations to educate legislators about the impacts that cuts to local services would have on <br />communities around the state. Although counties were ultimately hit with more than $1B. in cuts and cost shifts, the <br />coalition was generally successful in heading off more significant cuts to local services in the 2002~)3 budget. <br /> <br /> The League, CSAC and CSDA will work again through the LOCAL coalition this year - more determined than ever to <br />protect essential local services. Multifamily Housing Program. This program assists the new construction, rehabilita- <br />tron and prese~/ation of permanent and transitional rental housing for lower income households through deferred payment loans. <br />Proposition 46 allocates $910 million for multifamily housing programs, including $50 million to preserve units built under previous <br />federal pro, rams, $25 million for local housing tndst funds, $20 million for non-residential space for supportive services in multifamily <br />housing developments, and $15 million for either on or off campus housing for University of Califomia and Califomia State University <br />students. <br /> <br /> Notices of Funding Availability for $65 million will be released in January for costs related to the Multifamily Housing Program. <br />MHP funds will be provided for post-construction permanent financing only. Eligible costs include the cost of child care, after-school <br />care and social service facilities integrally linked to the assisted housing units; real property acquisition; refinancing to retain affordable <br />rents: necessary onsite and offsite improvements; reasonable fees and consulting costs; and capitalized reserves.
