Any California city, county, city and county, or <br />nonprofit corporation (including limited-equity housing cooperatives) is eligible to apply. In order to be eligible for funding, the <br />applicant must have been operating as a housing developer or housing program adminisb~or for a minimum of four (4) years prior to <br />the date of application. Applicants must also have staff that will be committed to the proposed program that possess the knowledge, <br />skills and ability to provide technical assistance for seif~nelp housing. CalHome is a horneownership program designed to make funds available to <br />local public agencies and nonprofit corporations to support existing homeowne~ip programs assisting Iow- and very Iow-income <br />households. This program provides grants to local public agencies and nonprofit developers to assist individual households through <br />deferred-payment loans. These are direcE forgivable loans to assist development projects involving multiple ownership units, including <br />single-family subdivisions. Eligible activities include predevelopment~ site development, new consl:Tu~on, rehabilitation, acquisition <br />and rehabilitation, down payment assistance, mortgage financing, homebuyer counseling, and technical assistance for serf-help <br />pro~ects or shared housing. A share of funds is allocated for the rehabilitation, replacement and repair of manufactured homes. <br /> <br /> Proposition 46 also allocates $5 million in grants for lower income tenants with disabilities for the purpose of making exterior <br />modifications to rental housing in order to make that housing accessible to persons with disabilities. The BEGIN program assists <br />Iow and moderate income homebuyers by providing deferred second mortgage loans in an amount not to exceed 20 percent of the <br />~le price of the residence, or $30,000, and can be forgiven after 10 years. AB 1170 (Firebaugh, Chapter 724) provides the implemen- <br />tation language for this program. Priority points are awarded for housing element compliance. Proposition 46 provides $5 million for capital expenditures in supoort of local code enforcement and <br />compliance programs through the state's Code Enforcement Incentive Program.
