9.,41 <br />IREPORT ,o the Honorable ..,o, and City Council <br />December 2, 2002 <br /> <br />Subject <br />Building Codes Adoption <br /> <br />Recommendation <br />On December 2, 2002, adopt the building codes ordinance with necessary local amendments, as <br />recommended by the Council subcommittee. <br /> <br />Background <br />On November 4, 2002, the building codes ordinance was introduced, as amended by the Council <br />subcommittee, for first reading. A public headng was scheduled for December 2, 2002. The building <br />codes ordinance has been published twice as well as a Notice of Public Headng. Council has <br />reviewed and approved these codes. The public headng is required by law pdor to adoption. There <br />were no comments from the public at the November 4, 2002 City Council meeting. <br /> <br />The Board of Building Review recommended to the City Council the adoption of building codes with <br />local amendments (adopt current Redwood City amendments along with eighteen structural, one <br />plumbing, and seven electrical new amendments). The Board recommendation is in the attached <br />Report to Council, dated October 14, 2002. A Council subcommittee was assigned to review the <br />Board of Building Review recommendation. <br /> <br />There is substantial statewide controversy over the new or expanded use of PEX water piping and <br />the aaoption of International Codes. Certain use of PEX is now in litigation, and the California <br />Building Standards Commission has continued to restrict the use of PEX water piping. Under the <br />Council subcommittee recommendation, PEX will continue to be used in Redwood City as an <br />alternate material but Redwood City will not be drawn in to litigation, nor be in conflict with standards <br />adopted statewide. Furthermore, it is critical that we now adopt without delay the building codes <br />ordinance with the local amendments proposed by our Board of Building Review and the Council <br />subcommittee recommendation will allow us to do so. <br /> <br />The Council subcommittee concurs with the Board of Building Review recommendation on building <br />codes adoption with the following two changes: <br /> 1. Not adopt the use of cross-linked polyethylene (PEX) water piping for use in residential <br /> occupancies. <br /> 2. Continue to use the Uniform Administrative Code Provisions for the National Electrical Code, <br /> 1996 Edition <br /> <br />The Ordinance Adopting Building Codes and the Resolution- Local Conditions and Finding of Facts <br />have Deen revised to incorporate the Council subcommittee recommendation. <br /> <br />Jir~ H~ett Ira Ruskin <br />Cbuncil Subcommittee Council Subcommittee <br /> <br />Attachments 1.
