7A <br />Page 110 <br />require additional study or they may already be part of the scope of other City work, <br />such as the General Plan update. Ali of the recommended revisions are found in <br />Attachments C and D. Among others, the recommendations include suggested <br />language to better address parks, Redwood Creek, bicycle facilities, and the siting of <br />banks on Broadway. The subjects of historic resources and Draft DPP height limits <br />are also discussed in the issue matrix. In the case of historic resources, a significant <br />Plan revision is proposed and is discussed below. In the case of height limits, no <br />plan-wide changes are recommended, but the topic is also further addressed below. <br />Historic Resources: At the October 3, 2008 Planning Commission meeting when the <br />Draft DPP was introduced to the public, it became clear to staff and the City's <br />consultant on the Draft DPP (Freedman Tung and Bottomley) that more work was <br />needed in this area. The City has a Historic Resources Element in the General Plan, <br />a Historic Resources Ordinance, and is also subject to both the California <br />Environmental Quality Act as well as the Secretary of Interior Standards as they <br />pertain to historic resources. The Draft DPP acknowledges that Downtown Redwood <br />City is graced by many significant resources and even defines one of the character <br />areas for architectural design to relate to that historic aspect. The Draft DPP <br />includes relational height requirements for new construction adjacent to designated <br />resources. Despite these intentions of promoting and respecting Redwood City's <br />downtown historic resources, the Draft DPP does not adequately reflect existing City <br />and State regulations applicable to historic resources, as well as the process for <br />altering a resource or constructing adjacent to a resource. <br />Over the past severs! months, special meetings with the Historic Resources <br />Advisory Committee were held to ensure a thorough understanding of this subject <br />and to guide the ensuing staff work on this complex topic. As a result, staff has <br />drafted an entire new section (Section 2.2.7 Relation to Historic Structures), which is <br />proposed as a Plan insert. A draft of the new section, which includes new text; a <br />comprehensive map of the historic resources within the Downtown Precise Plan <br />area boundaries; and a process flow chart for development affecting the different <br />type of historic resources, are provided in Attachment D for the Planning <br />Commission's consideration. Staff strongly recommends inclusion of this new <br />section. In addition to this added Section, the Planning Division has also hired a <br />consultant to evaluate all of the resources and districts shown as "Potential <br />Resources." These evaluations will be made available near the time of City Council <br />review and may result in changes to the proposed draft map of resources. Although <br />one of the objectives of the DPP is to ensure certainty of the process to developers <br />to the extent possible, staff has determined that development involving historic <br />resources must be considered on a case-by-case basis with particular consideration <br />of the nature of the proposed resource involved and the significance of the <br />modification to the resource. <br />Height Limits: Building height for the downtown is a subject of great concern to <br />several individuals who have made comments regarding the Draft DPP. In recent <br />times, height has been a significant issue for the Redwood City community as <br />reflected in a recent voter referendum for a high rise development in the bayfront; <br />
