<br />first and second projects (Bid Packages 1 and 2) are 95% and 100% constructed,
<br />respectively, and Bid Package 3 is under construction and scheduled for completion
<br />by Fall of this year.
<br />5. Customer site retrofits for each existing private or public site with a landscape
<br />irrigation meter. Retrofits will occur as each property owner agrees to convert to
<br />recycled water for landscape irrigation and industrial uses. Status: The first
<br />Customer Site Retrofit package {Retrofit Bid Package 1) for 18 commercial sites in
<br />the Redwood Shores area will be under construction for the 2007 irrigation season.
<br />This pipeline construction project (Bid Package 4 -see attached map) is the fourth
<br />distribution system project designed to extend and complete the delivery of recycled v~rater
<br />to new commercial irrigation and Gity roadway landscape customers in Redwood Shores,
<br />and connect to the completed U.S. 101-Bike Path Pipeline section. The completion of Bid
<br />4 construction at the end of this year marks an important milestone in the Recycled Water
<br />Transmission System component of the project as we bring recycled water services out of
<br />Redwood Shores and move closer to delivering recycled water to the commercial and
<br />industrial customers in the Bay Front and Seaport areas. The project consists of the
<br />installation of the main transmission piping system in Redwood Shores along Redwood
<br />Shores Parkway, Airport Way, Skyway Road, Twin Dolphin Drive, & Electronic Arts Drive.
<br />More than 8,000 feet of PVC pipe ranging in size from 8 to 24 inches in diameter, will be
<br />constructed in approximately eight months.
<br />The 8 bids received at the bid opening on March 6, 2007, are summarized below:

<br />The low bid of $2,662,950.00 from Shaw Pipeline, Inc. is 13% lower than the Engineer's
<br />estimate of $3 Million for the cost of construction. Based upon the bids received, s#aff
<br />believes that the low bid of $2,662,950.00 is reasonable and responsive, and recommends
<br />awarding the contract to Shaw Pipeline, Inc.
<br />Alternative
<br />Do not award the contract for the Redwood City Recycled Water Project - Phase I -
<br />Redwood Shores Distribution System -Bid Package 4 (Redwood Shores Parkway, Airport
<br />Way, Skyway Road, Twin Dolphin Drive, & Electronic Arts Drive} Project, which would be
<br />contrary to prior Council action.
