6.2A <br />Page 1 <br />REPOR <br />To the Honorable Mayor and City Council. <br />From the Cit :Maria er <br />March 12, 2007 <br />Subject <br />Final Acceptance -Redwood City Recycled Water Project -Phase (-Redwood <br />Shores Distribution System -Bid Package 2 {Marine Parkway, Gracie Farkway, Twin <br />Dolphin Drive, Shoreline Drive) Project. <br />Recommendation <br />By motion, accept the Redwood City Recycled Water Project - Phase i -Redwood <br />Shores Distribution System -Bid Package 2 {Marine Parkway, Oracle Parkway, Twin <br />Dolphin Drive, Shoreline Drive} Project; authorize the release of bonds; authorize the <br />early release of 50% of the retention; and authorize the release of the remaining 50% of <br />the retention according to the terms of the contract which is 35 days after Council <br />accepts the project. <br />Background <br />On March 13, 2006, the City Council awarded the construction contract for the <br />Redwood City Recycled Water Project -Phase ! -Redwood Shores Distribution <br />System -Bid Package 2 Project to K.J. Woods Construction, Inc. of San Francisco, <br />California, far their low bid of $3,124,000.00. <br />Bid Package 2 is the second of four pipeline construction projects that creates the <br />distribution system extending the availability of recycled water to new commercial <br />irrigation and City roadway landscape customers in the western areas of Redwood <br />Shores. The work included the installation of the main transmission piping system in <br />Redwood Shares along Marine Parkway, Oracle Parkway, Twin Dolphin Drive, and <br />Shoreline Drive. Over 15,000 feet of PVC pipe, between 8 inches and 14 inches <br />diameter, was installed. <br />The project has been successfully completed in accordance with the plans and <br />specifications at a cost of $3,179,662.36. Three change orders were issued totaling <br />$55,662.36 (1.78% of the contract amount) due to quantity adjustments and <br />incidental/unforeseen conditions to complete the construction. <br />The Contractor requests that the retention amount be reduced from 10% ($317,966.24) <br />to 5% ($158,983.12) one month earlier than usual. The City's standard provisions do <br />not address this allowance. However, the City has agreed to this type of allowance in <br />the past on other large construction projects (City Hall, Jefferson Underpass, and U.S. <br />101-Ralston Interchange).
