7A <br />Page 7 <br />WHEREAS, the City Council of the City of Redwood City upheld the Planning <br />Commission's certification of the FEIR based on substantial evidence, the entire record <br />before the City Council, the staff report, and the following findings as se# forth in <br />Resolution No. 14765. <br />WHEREAS, in connection with the Project the City intends to act on the <br />following: (1) amendments to the Redwood City General Plan and zoning ordinance; (2) <br />approval of a Moderate Intensity Development Precise Plan, pursuant to Article 52 of <br />the Redwood City Zoning Ordinance; and (3) a rezoning to Planned Community District <br />(P District) for the area of the Precise Plan; and <br />WHEREAS, CEQA requires that, in connection with the approval of a project far <br />which an FEIR has been prepared which identifies one or more significant <br />environmental effects, the decision-making agency make certain findings regarding <br />those effects. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE C{TY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. Th'ss Council hereby finds and affirms that the FEIR has been completed in <br />compliance with CEQA; that the City Council has reviewed and analyzed the FEIR and <br />other information in the entire record and has considered the information contained <br />therein, including the written and oral comments received at the public hearings on the <br />FEIR and the Project, prior to acting upon or approving the Project; and that the FEIR <br />represents the independent judgment of the City of Redwood City; and <br />2. The Findings and recommendations set forth in Exhibit A, and incorporated <br />herein by reference, are made by this Council as the City's findings under the California <br />Environmental Quality Act ("CEQA") (Pub. Resources Code § 21000 et sec .} and the <br />CEQA Guidelines (Cal. Code Regs., title 14, §15000 et seu.) relating to the Project. <br />The Findings provide the written analysis and conclusions of the Council regarding the <br />Project's environmental impacts, mitigation measures and alternatives to the Project, <br />which in this City Council's view, justify approval of the Downtown Precise Plan Project, <br />despite its environmental effects. <br />3. Significant Unavoidable Impacts. <br />With respect to the foregoing findings, as set forth in Exhibit A, and in recognition of <br />those facts which are included in the record, the City has determined that the Project <br />would cause the following significant, unavoidable impacts, which are mare specifically <br />identified in Chapter 2 of the FEIR: <br />Impact 8-2: Po±ertial Destruction or Degradation of Historic Resources <br />Impact 9-2: Impact Middiefreld Road/Woodside Road (SR84) Intersection - <br />Maximum Intensity Precise Plan Alternative <br />AttylReso/Reso.1683 <br />030707 <br />
