7A Page 16 D. Alternative 5-No Project-No Change in Existing Development (No Development): The No Development alternative is discussed at pages 18- 15 to 18-17 of the FEIR. (i) The No Development alternative is rejected as an alternative because it would not achieve any of the Precise Plan's objective or goals identified in Section 3.3 of the FEIR. (ii} ;Explanation: Under the No Development alternative Precise Plan- related beneficial effects on the physical arrangement of the community, such as Downtown revitalization, improved pedestrian- oriented environment, and transit access, would not occur. Although this alternative would not result in the traffic, noise, air quality, and other impacts identified in this EIR, the reduced potential for new development under this alternative would mean fewer new housing units and Less contemporary retail development in the Downtown area. The beneficial Plan-related effects of new residentia} development near commercial uses, transit, and other services, and an improved jobs/housing balance in Redwood City, would not be realized. Furthermore, this alternative would not be consistent with the City's Draft Housing Element policies for provision ofi the City's fair share of regional housing needs, while the other alternatives would be consistent with those policies. Under this alternative, the visual impacts associated with Precise Plan-facilitated development would not occur; however, the beneficial visual effects of a varied skyline associated with Precise Plan development would not be realized. The existing visual character of the Precise Plan area would remain unchanged. This alternative also would not produce Precise-Plan related impr ove~..ents to the Downtown public space network. 7. This Council hereby finds and recognizes tha# the FEIR con#ains additions, clarifications, modifications and other information in its responses to comments on the Draft Environmental Impact Report for the Project ("DEIR") and also incorporates information obtained by the City since the DElR was issued. This Council hereby finds and determines that such changes and additional information are not significant new information as that term is defined under the provisions of the California Environmental Quality Act, because such changes and additional information do not indicate that any new significant environmental impacts not already evaluated would result from the Project and do not reflect any substantial increase in the severity of any environmental impact; and that no feasible alternatives considerably different from those analyzed in the DEIR have been proposed that would lessen significant environmental impacts of the Project. Accordingly, this Council hereby finds and determines that recirculation of the FEIR for further public review and comment is not warranted; and Atty/Reso/Reso.1883 11 030707
