7A <br />Page 33 <br />orientation than the existing 4-way stop due to delays to pedestrians waiting to <br />cross during "walk" phases and due to higher vehicle speeds through the <br />intersection. Mitigation measure 9-17 is infeasible because it would be <br />inconsistent with City intentions for this intersection to be pedestrian-oriented <br />given its location in the Downtown core. Furthermore, mitigation measure 9-17 is <br />incompatible with the existing and proposed City policies that seek to preserve <br />and enhance the Downtown pedestrian environment by ensuring pedestrian <br />safety, comfort, and convenience. Adoption of this proposed mitigation measure <br />would be inconsistent wi#h existing and proposed City policies giving priority to <br />the Downtown pedestrian environment {see Section 9.1.1 of this FEIR chapter}. <br />The City Council of the City of Redwood City chooses to avoid this mitigation <br />option in the interest of protecting the pedestrian environment. This impact is <br />overridden by project benefits as set forth in the statement of overriding <br />considerations and in the pedestrian priority objectives set forth in section 9.1.1 <br />of this FElR chapter. <br />Impact 9-18: Project Contribution to Cumulative Impacts at the Bay <br />Road/Woodside Road intersection. During the PM peak hour, project- <br />generated traffic increase average delay by five (5} seconds or more at this <br />intersection, which already would be operating at LOS F. This effect would <br />represent a significant impact {see criteria for "Intersection Impacts," in <br />subsection 9.4.1, "Significance Criteria," above.) <br />Mitigation 9-18. This impact would be mitigated by implementing the <br />Woodside Road Widening project, which requires Caltrans approval. That project <br />is not fully funded, nor has a design been approved by Caltrans. Therefore, <br />implementation of this mitigation is not assured and this impact is considered <br />significant and unavoidable. <br />Findings: This City Council of the City of Redwood City finds this impact <br />to be significant and unavoidable. The changes or alterations proposed by <br />mitigation measure 9-13 are within the responsibility and jurisdiction of Caltrans <br />and not the City of Redwood City. Caltrans can and should adopt proposed <br />mitigation measure 9-13. Even if Caltrans approval were secured, the proposed <br />Woodside Road Widening project is not fully funded. This impact is overridden <br />by project benefits as set forth in the statement of overriding considerations. <br />Impact 9-19: Project Contribution to Cumulative Impacts at the <br />Veterans Boulevard/Whipple Avenue Intersection. In the AM peak hour, <br />project traffic would reduce operation from LOS D to LOS F at this intersection. In <br />the PM peak hour, project traffic would increase average delay by five {5} <br />seconds or more at this intersection, which would already be operating at LOS F. <br />These effects would represent a significant impact. <br />Mitigation 9-19(a).
