7A <br />Page 49 <br />Finding: Implementation of this measure would ensure protection of <br />possible populations of special-status species in the Precise Plan area, mitigating <br />potential impacts to aless-than-significant level. <br />Impact 14-3: Jurisdictional Wetland Impacts. Under either the <br />Maximum or Moderate Intensity Precise Plan alternative, future Precise Plan- <br />facilitated development in the vicinity of Redwood Creek may affect potential <br />jurisdictional wetland habitat. This possibility represents a potentially significant <br />impact (see"`criteria 3 and 4 in subsection 14.3.1, "Significance Criteria," above). <br />Mitigation 14-3. or any future individua! development projects in the <br />vicinity of Redwood Creek that involve modifications to potential wetlands and <br />other waters, coordinate with representatives of the California Department of Fish <br />and Game and the U.S. Arrny Corps of Engineers, as required by federal and <br />state law, to ensure that any required mitigation protocols and associated <br />individua! project design modifications {e.g., specific setbacks from the creek, <br />activity restrictions) are incorporated into proposed improvement plans during the <br />initial stages of project review. <br />Finding: Implementation of this measure would ensure that po#ential <br />impacts on wetland resources are minimized and adequate replacement is <br />provided, mitigating this potential impact to aless-than-significant level. <br />VI11. GEOLOGY AND SOILS <br />A. Seismic Impacts <br />Impact 15-1: Ground Shaking. Under either the Maximum or Moderate Intensity <br />Precise Pian alternative, future development in accordance with the proposed Draft <br />Precise Pian would place new residences and businesses in a subregion that is <br />expected to experience severe earthquake-induced ground shaking during the useful <br />life of the project improvements. This ground movement could cause differential <br />settlement of any poorly consolidated soils and induce ground failure within alluvial soils <br />that may be prone to liquefaction. These possible responses to anticipated seismic <br />activity represent a potentially significant impact (see criteria 1, 3, and 4 in <br />subsection 15.3.1, "Significance Criteria," above). <br />Mitigation 15-1. At the City Building Official's discretion, future discretionary <br />development projects proposed within the Precise Plan area shah be required to <br />undertake detailed, design-level geotechnical investigations that include analysis of <br />project site seismic stability, liquefaction potential, and soil response characteristics with <br />respect to ground acceleration, in accordance vfith Special Publicafion 112, "Guidelines <br />for Analyzing and Mitigating Liquefaction in California," published by the California <br />Division of Mines and Geology. <br />The detailed, design-level geotechnical investigations should include the following: <br />AttylResolReso.1683 32 <br />030707 <br />
