(e) the aforesaid incident has occurred during the wet-weather season <br /> which, for the 1997-98 season is anticipated to produce exceptionally <br /> heavy precipitation; <br /> <br /> (f) the emergency created by the foregoing conditions will not permit a <br /> delay resulting from a competitive advertisement or solicitation for <br /> bids, and the action hereinafter authorized is necessary to respond to <br /> the emergency; <br /> <br /> (g) the public interest and necessity demand the immediate expenditure <br /> of public monies to safeguard life, health and property in order to <br /> alleviate the emergency condition described hereinabove. <br /> <br /> 2. Emer.qency Authorization. The City Manager is hereby authorized <br />and directed to enter into and execute such contracts or other documents (all in <br />form approved by the City Attorney) for the repair, restoration, or replacement of <br />the above-described public facility without soliciting or advertising for bids or <br />receiving the same; provided, that the expenditures authorized hereunder shall <br />not exceed the aggregate sum of $90,000.00. <br /> <br /> 3. Reports.
