<br />DRS:djg-c 12/8/83 <br /> <br />SECTION 9. <br /> <br />(a) The Council of Redwood City hereby proposes, <br /> <br />on its own motion to amend Sections 15 and 47d of the Charter of <br /> <br />the City of Redwood City as follows: <br /> <br />"SECTION 15. LEGISLATION: <br /> <br />liThe Council shall act in legislative matters by ordinance or <br />resolution only. Other action of the Council, unless herein <br />otherwise provided, may be taken by resolution, motion or order. <br /> <br />"The ayes and noes shall be taken upon the passage of all <br />ordinances and resolutions and entered upon the record of the <br />proceedings of the Council. Upon the request of any members of <br />the Council the ayes and noes shall be taken and recorded upon any <br />vote. All members present at any meeting must vote unless <br />disqualified, in which case the disqualification shall be publicly <br />declared and a record thereof made. <br /> <br />"No ordinance or resolution shall be passed without receiving <br />the affirmative votes of at least a majority of the members of the <br />Council present. <br /> <br />"Each ordinance shall be headed by a brief title which shall <br />be indicative of the purport thereof. It shall be numbered when <br />adopted. <br /> <br />"The ordaining clause of all ordinances adopted by the <br />Council shall be, 'The Council of Redwood City does ordain as <br />follows: 'The ordaining clause of all ordinances passed by the <br />vote of the electors of the city, through the exercise of the <br />initiative shall be, 'The People of Redwood City do ordain as <br />follows: ' <br /> <br />"No ordinance shall be passed by the Council on the day of <br />its introduction, nor within five (5) days thereafter, nor at any <br />time other than at a regular meeting, nor until ~~5 publication at <br />least once in the official newspaper of the city at least three <br />(3) days before its adoption of a notice of the date, time and <br />place of the meeting at which it will be considered for adoption, <br />which notice shall include the title of the proposed ordinance, a <br />brief summary of its contents, and a statement that copies thereof <br />may be obtained at the office of the City Clerk; provided, <br />however, that no such notice need be published prior to the <br />adoption of ordinances calling elections and ordinances carrying <br />out the provisions of elections fteee fte~ ~e ptl~~~5ftee pr~er ~e <br />aeep~~eft; provided further, however, that the Council may, to the <br />extent authorized by the general laws of the State and subject to <br />the procedure set forth by such law, enact any ordinance which <br /> <br />11 <br />
