Office of City Clerk I Redw0od I ~o~,~ ~,..,~.,~,..o.~
P.O. Box 478
I P. ilu esmoPnl, i , owoo, City,California 94064
Telephone (415) 780-7220

October 22, 1991

Victor M. Holbrook
28 Diller Street
Redwood City, CA 94063

Dear Mr. Holbrook:

According to the Redwood City Almanac of October 16, 1991, you have founded a
citizens rights organization, "We the People, Wake up!", "to push for a
statewide initiative or a constitutional amendment adding the None of the Above
category to the ballot for all political offices."

The people of California, by initiative, approved the Political Reform Act of
1974 to monitor campaign finances and economic interest disclosures from public
officials. The Fair Political Practices Commission is the regulatory agency for
the Political Reform Act of 1974 and its subsequent amendments.

I am enclosing "Information Manual D" issued by the FPPC which describes the
reporting responsibilities of "recipient committees primarily formed to support
or oppose the qualification or passage of a state or local ballot measure". You
and your organization may or may not have certain reporting responsibilities to
the FPPC, depending on the activity of your organization and the amount of money
raised and/or spent. Please review the manual carefully.

If you have any questions, please call the FPPC at (916) 322-5662.

Very truly yours,

· dorgenson
City Clerk

cc: City Attorney
