FLEET MANAGEMENT OBJECTIVES : <br /> <br /> FLEET REPLACEMENT (CYCLING) <br /> <br />To select vehicles for replacement in a systematic and cost effective manner that: <br /> <br /> ,, Minimizes fleet life cycle costs by identifying the actual historical costs and <br /> variations in cost performance based on lifetime accumulated age or <br /> usage of the various vehicle types. <br /> <br /> Minimizes operating costs and financial risks associated with owning and <br /> operating equipment. <br /> <br /> Satisfies the vehicle needs of the specific service provider. <br /> <br /> Implements federal and state clean air requirements. <br /> <br /> Implements mandated alternative fuel requirements (EPACT of 1992) and <br /> Clean Cities Programs. <br /> <br />To prepare accurate specifications that meet the needs of customers and deliver public <br />services effectively. <br /> <br />To acquire the necessary vehicles through the most effective method and minimize <br />operating costs on every item purchased. <br /> <br />To replace vehicles according to a retention guideline that identifies the optimum <br />replacement point (or when life cycle cost reaches a minimum), customer needs and <br />financial condition. <br /> <br />To make vehicle-specific replacement decisions based on analysis such as <br />retain/repair/replace analysis and a technical evaluation of each unit. <br /> <br />To dispose of vehicles and other assets in a manner that maximizes resale value and <br />utilizes disposal income to minimize overall life cycle costs. <br /> <br /> <br />
