7A <br />Page 49 <br />• Water or cover stockpiles of debris, soil, sand, or other materials that can be <br />blown by the wind. <br />• Cover all trucks hauling soil, sand, and other loose materials, or require all <br />trucks to maintain at least two feet of freeboard. <br />• Pave, apply water three times daily, or apply (non-toxic) soil stabilizers on all <br />unpaved access roads, parking areas, and staging areas at construction <br />sites. <br />• Sweep daily (with water sweepers) all paved access roads, parking areas, <br />and staging areas at construction sites. <br />• Sweep streets daily (with water sweepers) if visible soil material is carried <br />onto adjacent public streets. <br />• Nydroseed or apply (non-toxic) soil stabilizers to inactive construction areas <br />{previously graded areas inactive for ten days or more). <br />• Enclose, cover, water twice daily, or apply (non-toxic) soil binders to exposed <br />stockpiles (dirt, sand, etc.). <br />• Limit traffic speeds on unpaved roads to 15 miles per hour. <br />• Install sandbags or other erosion control measures to prevent silt runoff to <br />public roadways. <br />• Replant vegetation in disturbed areas as quickly as possible. <br />• Consult with BAAQMD prior to demolition of structures suspected to contain <br />asbestos to ensure that demolition/construction work is conducted in <br />accordance with BAAQMD rules and regulations. <br />The following are measures to control emissions bydiesel-powered construction <br />equipment used by construction contractors, where applicable: <br />• Ensure that emissions from al! on-site, diesel-powered construction <br />equipment do not exceed 40 percent opacity for more than three minutes in <br />any one hour. Any equipment found to exceed 40 percent opacity {or <br />Ringelmann 2.0) shall be repaired or replaced immediately. <br />• The contractor shall install temporary electrical service whenever possible to <br />avoid the need for independently powered equipment (e.g., compressors). <br />• Diesel equipment standing idle for more than three minutes shall be turned <br />off. This would include trucks waiting to deliver or receive soil, aggregate, or <br />other bulk materials. Rotating drum concrete trucks could keep their engines <br />running continuously as long as they were on-site and away from residences. <br />• Properly tune and maintain equipment for low emissions. <br />Finding: Implementation of these measures would reduce the <br />constructian-related air quality impact of the Precise Plan to a less-fhan- <br />sly,~,lFlcar~t level. <br />Impact 72-2:Long-Term Regional Emissions Increases. Development <br />in accordance with the proposed Downtown Precise Plan under both the <br />Maximum Intensity and Moderate Intensity alternatives would generate traffic- <br />related regional air pollutant emissions increases that would exceed the <br />Atty/Reso/Reso.1683 Zg <br />030707 <br />
