7C <br />Page 54 <br />this Article, definitions from Article !f of this Code may be used as interpretive aids. The <br />Administrator is authorized and directed to interpret these definitions in light of relevant <br />court decisions. <br />ADMINISTRATOR: The person authorized by the City Council to enforce and interpret <br />this Article; in the absence of a contrary authorization by the City Council, the <br />Administrator shall be the City Manager or his/her designee. <br />CITY: For purposes of this Article, the City of Redwood City and any of its associate <br />entities including, but not limited to, the Port of Redwood City and the Redwood City <br />Redevelopment Agency. <br />NEIGHBORHOOD IDENTIFICATION SIGN; A sign that identifies a neighborhood that <br />is officially designated by the City. <br />NONCOMMERCIAL MESSAGES (on signs): Visual messages on signs which are not <br />commercial speech. By way of example only, such messages generally concern <br />debatable issues of public interest and include statements or expressions on topics <br />including, but not limited to, politics, religion, science, sports, art and history. <br />PERMIT: A written authorization from the City for third party display of a sign on public <br />property. <br />PERSONALLY ATTENDED: Means that a person is physically present within five {5) <br />feet of the sign at al times. <br />PUBLIC PROPERTY: Land or other property in which the City is the owner or has the <br />present right of possession and control, as well as areas which are either designated as <br />public rights-of-way or which have long been used as such. <br />SIGNS: The same as the definition of the word "sign" in Chapter 3, Article 11 of this <br />code, except that the exclusion of signs on public property does not apply. <br />SIGN ORDINANCE: Chapter 3, Article II of this Code, as that Article may be amended <br />from time to time. <br />SPECIAL PUBLIC EVENTS: Events such as public street closures, parades, and <br />demonstrations. <br />TRADITIONAL PUBLIC FORUM: The surfaces of City-owned streets, City-owned <br />parks; City-owned plazas, sidewalks which are connected to the City's main pedestrian <br />circulation system and the pedestrian area immediately surrounding City Hall. <br />Atty/Ord/ord.211 <br />032007 40 <br />
