7A <br />Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 26, 2007 <br />Subjec# <br />Downtown Precise Plan <br />Recommendation <br />Continue the March 12th City Council discussion of issues, questions, and responses on <br />the Downtown Precise Plan. Consider approval of the Downtown Precise Plan, per <br />recommendations from the Planning Commission and City Staff with any additional City <br />Council revisions. The following actions are required for the Plan to take effect: <br />1. Adopt a Resolution approving the attached Findings and Statement of Overriding <br />Considerations and the accompanying Mitigation Monitoring Program <br />2. Adopt a Resolution amending the General Plan: <br />a. Amend the General Plan Land Use Designation of the Downtown Precise <br />Plan Area from "Mixed Uses" (Commercial and Residential), "Multi-Story <br />Structures for Office and Retail Uses", "Moderate and High Rise Residential <br />Structures", "Government", and "Office Park Oriented Uses" to "Downtown <br />Mixed Use" and "Downtown Expansion Blocks". <br />b. Add new text to the General Plan describing two new land use designations, <br />i.e. "Downtown Mixed Use" and "Downtown Mixed Use Expansion Blocks" <br />and their associated definitions. <br />3. Introduce an Ordinance to rezone the Downtown Precise Plan Area from numerous <br />retail and mixed use residential zoning designations to "P" (Planned Community} <br />District and make associated findings that this rezoning action is in the public <br />interest. <br />4. Adopt an Ordinance approving the Downtown Precise Plan and selecting the <br />"Moderate Intensity Alternative" buiid-out standard with recommended revisions. <br />The Moderate intensity Alternative build-out standard will be documented in an <br />Appendix of the Downtown Precise Plan <br />Pertinent attachments and revisions for all of these actions were included in the previous <br />staff report dated March 12, 2007. Please refer to those documents for more information <br />(available on line at www.redwoodcity.org). <br />
