7A <br />Page 22 <br />Finding: The identified light and glare impact mitigation measure is <br />feasible and would reduce potential light and glare impacts from exterior lighting <br />features and daytime light reflection from the windows of the taller structures to a <br />level which would not be environmentally significant. Implementation of this <br />measure would reduce this impact to a less-than significant level. <br />II. CULTURAL AND HISTORIC RESOURCES <br />A. Archaelogicallmpacts <br />Potential Impact 8-1: Given that the Precise Plan area is located on <br />alluvial soils, on the margin of San Francisco Bay near former wetlands, and <br />bisected by Redwood Creek and its tributaries, there is a high likelihood that <br />unrecorded archaeological resources exist in the area. New development <br />facilitated by the Draft Precise Plan could disturb such existing unrecorded <br />archaeological resources in the Downtown area. <br />Mitigation 8-1: Mitigation Measure 8-1 as described in the EIR p. 8-21 is <br />hereby adopted and shall be implemented as provided by the Mitigation <br />Monitoring Program. For all future, discre#ionary, public improvement and private <br />development projects in the Precise Plan area, the City shall be required to <br />determine the presence of, and the potential impacts of the action on, <br />archaelogical resources. Such actions steal! include, but are not limited to: <br />a. contact and consult with archaelogical authorities such as the Northwest <br />Information Center (NWlC) of the California Historical Resources <br />Information System (CHRIS) to determine whether the particular project is <br />located in a sensitive area, ar the Native American Heritage Commission if <br />Native American artifacts are found; <br />b. consult with a qualified archaeologist to conduct a determination of cultural <br />values remaining on the site and warranted mitigation measures; <br />c. conduct of preliminary field inspection; <br />d. implementation of identified feasible mitigation measures; and <br />e. when in-place mitigation is determined by the City to be infeasible, <br />preparation and implementation of a data recovery plan. <br />Finding: The identified archaelogical mitigation measure is feasible and <br />would reduce potential archaelogical impacts from new development to a level <br />which would not be environmentally significant. Implementation of this measure <br />would reduce this impact to aless-fhan-significant level. <br />B.
