<br />LIt)' ul ","1<". vie)' <br />July 1983 <br /> <br />A~ .STANT TO THE CITY MANAG <br /> <br />DEFINITION <br /> <br />Under general superVlslOn, performs a wide variety of administrative and analyti- <br />cal tasks for the City Manager; conducts studies of municipal policies, organization, <br />finance and services in support of the management function; may administer a <br />specific program area; and does related work as required. . <br /> <br />DISTINGUISHING CHARACTERISTICS OF THE CLASS <br /> <br />The Assistant to the City Manager classification functions as an administrative <br />specialist and has latitude for the exercise of independent judgment limited by <br />review and the general policies of the City Manager. This class is responsible <br />for difficult analytical assignments and may develop, organize and maintain manage- <br />ment projects or support activities. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Conducts analytical studies of policies, services and organization; formulates recom- <br />mendations and prepares reports regarding financing, staffing and programs; analyzes <br />budget requests; confers with the City Manager in coordinating a variety of manage- <br />ment and administrative activities; explains City policies, procedures and services <br />to the public; assists departmental staff in developing workload measurements, per- <br />formance indicators, program alternatives and service delivery implications; coordi- <br />nates activities with other agencies and private organizations; develops objectives, <br />policies and priorities; initiates research and special studies in needed areas; pro- <br />vides administrative guidance to departments, as assigned; represents the City Manager <br />at various meetings and in the community; facilitates staff meetings; confers with <br />departments, other public officials, consultants and citizens in accomplishment of pro- <br />gram objectives; responds to citizen complaints and requests; assists in budget prepa- <br />ration and administration; keeps abreast of current developments in the conduct of <br />City business; attends committee, staff and City Council meetings and budget hearings <br />as required. <br /> <br />REQUIRED KNOWLEDGE, SKILLS AND ABILITIES <br /> <br />Thorough knowledge of the principles and practices of local government administra- <br />tion; good knowledge of public finance administration and sources of information <br />related to problems of local government; good knowledge of the application of statis- <br />tical methods to management analysis; ability to write clear and concise reports, <br />memoranda, directives and letters; ability to develop comprehensive plans from <br />general instructions; ability to gather, interpret, analyze, evaluate and present a <br />variety of management analysis data; ability to persuade, justify and project conse- <br />quences of decisions and recommendations; ability to interact with personnel at all <br />. organizational levels and functions in stressful or confrontation situations; ability <br />to meet the public and to discuss problems and complaints tactfully, courteously and <br />effectively; ability to establish and maintain satisfactory work relationships with <br />managers and City employees; ability to initiate, plan and complete work assignments <br />with a minimum of supervision. <br /> <br />ACCEPTABLE EXPERIENCE AND TRAINING <br /> <br />Three years experience in budgetary and administrative analysis work and possession <br />of a B.A. degree in Public Administration, Business Administration or Economics or <br />any combination of experience and training which provides the required knowledge, <br />skills and abilities.
