<br />City of Redwood City <br />July 1983 <br /> <br />DIRECTOR OF HUMAN RESOURCES <br /> <br />"-. <br /> <br />DEFINITION <br /> <br />Under general superVIsIon, plans, organizes, coordinates and ,supervises the <br />merit system, labor relations, safety, training and human service activities of <br />the City and does related work as required. <br /> <br />DISTINGUISHING CHARACTERISTICS OF THE CLASS <br /> <br />The Director of Human Resources classification is a department head level position <br />with day-to-day responsibility for managing the personnel and human service <br />programs of the City. The work is performed under the direction of the City <br />Manager, with general policy recommendations regarding human services made by <br />the Housing and Human Concerns Committee, the Fair Oaks Community Center <br />Advisory Board, and the Senior Citizens Advisory Committee. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Supervises recruitment and promotional testing under the merit system; maintains <br />and oversees implemt')ntation of personnel rules and regulations; represents the <br />City in labor negotiations; maintains contact with employee bargaining organiza- <br />tions throughout the year; plans and attends meetings of related advisory commit- <br />tees; develops and submits recommendations for the development and funding of <br />community programs and services; plans, schedules and supervises staff; develops <br />training programs; resolves workers compensation claims; analyzes jobs, benefits, <br />and programs and recommends changes. <br /> <br />REQUIRED KNOWLEDGE, SKILLS AND ABILITIES <br /> <br />Knowledge of the principles and techniques of public personnel admini,stration and <br />of planning an d supervising service programs; knowledge of interview techniques; <br />ability to work with diverse groups; ability to understand, interpret and apply <br />rules and regulations; ability to explain City policies and procedures; ability to <br />maintain effective relationships with subordinates, City officials, employee repre- <br />sentatives, community groups, and other governmental agencies under a wide <br />variety of c.ircumstances; ability to write clearly. <br /> <br />ACCEPTABLE EXPERIENCE AND TRAINING <br /> <br />Graduation from an accredited college or university with a degree in public adminis- <br />tration, personnel administration, business administration or related fields and at <br />least five years experience in a public or private agency, three of which shall have <br />been in a supervisory capacity, with at least two years experience in each of the <br />areas of (1) working with community groups, and (2) maintaining a position classi- <br />fication plan or working in labor relations; or any combination of training and experi- <br />ence which provides the required knowledge, skills and abilities. <br /> <br />EXHIBIT "A" <br /> <br />9413 <br />
